GitHub Issues を使わないプロジェクトで、docs/issues/ にある LOCAL-0001 形式のローカル Issue を管理する。新規 Issue の作成・採番・index.md 更新のほか、解決済み Issue の整理（git 管理下は git rm で削除、非 git は docs/issues/resolved/ へ移動）も行う。
